Widower Makes Guillotine for Suicide

LONDON (Reuters) - A British widower killed himself with a home-made guillotine exactly two months after his wife's death, a coroner ruled. The inquest heard that Colin Vincent, from the northern England town of Halifax, built the apparatus outside his home. He lay under the heavy steel blade and used pliers to cut a retaining wire. A pathologist told the hearing that the 57-year-old's head had been cleanly chopped off.

Clinton Stuns Negotiators - and - Protest Cost City Millions

(SEATTLE) -- President Clinton's top negotiators say they are stunned by his suggestion that trade sanctions should be used to punish countries that violate labor standards. After several months of painstaking effort to get labor standards added to the World Trade Organization's agenda, Clinton's top trade negotiators say his comments have all but destroyed any progress they were making. Clinton is also being blamed for urging people opposed to the trade talks to come out and demonstrate in Seattle during a November tenth speech.

-- Looting and vandalism during the opening days of the World Trade Organization in Seattle has caused an estimated two-Million-dollars damage. The Downtown Seattle Retailers Association says lost sales revenues may total nine-Million-dollars more. The city and several private parking garages will allow free parking this weekend in an effort to lure holiday shoppers back to the city.
